To replicate this you need to set the offset of the notifications really high, then if any text is ABOVE the notifs they ain't clickable.
If they're below it's fine.

We really should just rework the position of the notifications into 4 corners of the screen instead of just Left/Right.
Offset 1000 is also not enough for people on a 4k monitor so it's just annoying for that audience.
